AIRCRAFT NOISE ABATEMENT TASK FORCE

Makes recommendations to the board about noise concerns from air traffic at the St. Petersburg-Clearwater International Airport.

BOARD OF ADJUSTMENT

Board with the authority to grant variances and special exceptions in the appropriate cases.

BOARD OF COUNTY COMMISSIONERS

Sets countywide policy, ordinances and laws in accordance with the Florida constitution, state law and County charter; approves annual budget; members also act as other County boards.

BUSINESS TECHNOLOGY SERVICES BOARD (BTS)

Adopts an annual budget for Business Technology Services Department for recommendation to BCC, appoints department director, adopts policy and reviews requests for software, hardware and services.

ECONOMIC DEVELOPMENT COUNCIL

Develops and implements strategies and programs that stimulate economic expansion, trade and investment; monitors business recruitment, workforce development, infrastructure, marketing, research, communication, education and training.

EMERGENCY MEDICAL SERVICES (EMS) ADVISORY COUNCIL

Responsible to evaluate the County's emergency medical services system and to make such recommendations as may be necessary to the EMS Authority on needs, problems and opportunities relating to emergency medical services.

EMERGENCY MEDICAL SERVICES (EMS) MEDICAL CONTROL BOARD

Responsible for recommending a medical director for the County EMS system to the EMS Authority and to support the development of necessary rules and regulations governing the County EMS system.

FEATHER SOUND COMMUNITY SERVICES DISTRICT, INC.

The Feather Sound Community Services District, Inc. is a non-profit corporation that is contracted by the Pinellas County Board of County Commissioners (BCC) to administer and operate business affairs of the Feather Sound Municipal Services Taxing Unit.

GREATER SEMINOLE AREA SPECIAL RECREATION DISTRICT

Community recreational activities are managed in unincorporated Seminole by a board of five commissioners.

HISTORIC PRESERVATION BOARD

Recommends historic district designations and landmarks to the BCC, makes nominations to the National Register of Historic Places and decides on applications for modifications to designated properties.

HUMAN RIGHTS BOARD

To enact an affirmative action plan for all facets of county government; to receive complaints, review alleged discrimination questions, investigate employment practices, recommend a budget and review actions of affirmative action office.

LEALMAN COMMUNITY REDEVELOPMENT AREA ADVISORY COMMITTEE

The purpose of the Citizen Advisory Committee is to advise the Community Redevelopment Agency for the Lealman CRA on the community redevelopment plan and any amendments thereto, and on issues and policies with the Lealman CRA. The committee was created to set up the framework for establishing and administering the Lealman Community Redevelopment Area.

LOCAL PLANNING AGENCY BOARD

Prepares the comprehensive plan and plan amendments, makes recommendations to the BCC regarding plan adoption and amendments and reviews land development regulations.

PARKS AND CONSERVATION RESOURCES ADVISORY BOARD

Reviews parks or environmental lands plans; participates in public education and ceremonial activities; takes citizen comment on parks or environmental lands; formulates proposals to improve parks and environmental lands.

PINELLAS COUNTY CONSTRUCTION LICENSING BOARD (PCCLB)

Conducts examinations for contractor certifications, registers contractors, helps enforce licensing laws, holds public hearings for code amendments, supervises insurance coverage for contractors, and investigates complaints in contracting field.

PINELLAS COUNTY EDUCATIONAL FACILITIES AUTHORITY

Assists accredited higher education institutions and educational facilities by making loans to help finance facilities and structures which the institutions are responsible to repay. Projects must be approved by BCC.

PINELLAS COUNTY EMERGENCY MEDICAL SERVICES AUTHORITY

Duty is to establish and implement a permanent plan of emergency medical services on a countywide basis and to establish uniform standards for providing these services.

PINELLAS COUNTY FIRE PROTECTION AUTHORITY

Ensures adequate fire protection for residents in previously unprotected, unincorporated parts of the County by contracting and paying for services from ad valorem taxes to provide for minimum service levels for fire protection.

PINELLAS COUNTY HEALTH FACILITIES AUTHORITY

Powers conferred by Florida statutes to develop, finance and maintain health facilities; primary activities include property acquisition, construction, leasing, repairs, issuing project revenue bonds and giving an annual report to the BCC.

PINELLAS COUNTY HISTORICAL COMMISSION

Advises on matters pertaining to Heritage Village and prospective historical objects, facilities, and records to be displayed there.

PINELLAS COUNTY HOUSING FINANCE AUTHORITY

Public body with the power to borrow in order to purchase property, make loans, and facilitate lending institutions to help persons or families who otherwise cannot borrow for affordable housing.

PINELLAS COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY D/B/A THE ECONOMIC DEVELOPMENT AUTHORITY

Authority with powers as conferred by Florida Statutes ss. 159.44 – 159.53, for financing and refinancing projects for public purposes described within such statutes, and for fostering economic development.

PINELLAS COUNTY METROPOLITAN PLANNING ORGANIZATION

Responsible for transportation planning to assure highway facilities, mass transit systems, bicycle and pedestrian facilities, rail systems, and other facilities will be properly developed in relation to the overall community development plan.

The Pinellas Opportunity Council, Inc. envisions a community in which every individual is financially self-sufficient; is empowered to help bring about positive change in their neighborhoods; and has access to resources that will enable them to reach their full potential. PINELLAS PLANNING COUNCIL

Advisory board responsible for countywide goals and policies that spur growth, development, and environmental protection; responsible for preparing and administering the Countywide Comprehensive Plan.

PINELLAS PUBLIC LIBRARY COOPERATIVE, INC.

An interlocal agreement with governmental units and other appropriate providers of library services to establish a nonprofit corporation for the administration and operation of a cooperative library services system.

PINELLAS SUNCOAST TRANSIT AUTHORITY

A group of local government representatives appointed to provide direction for the management of local transit facilities and services.

PRE QUALIFICATION COMMITTEE

Makes recommendations to County Administrator for prequalification of contractors that wish to bid on construction projects in excess of $100,000.

SOLID WASTE TECHNICAL MANAGEMENT COMMITTEE

Reviews and makes recommendations on rates, formation, implementation and revisions of policies and programs for solid waste disposal and establishment and location of waste disposal and resource recovery facilities.

SOUTH ST. PETERSBURG COMMUNITY REDEVELOPMENT AREA CITIZEN ADVISORY COMMITTEE

Interlocal Agreement between Pinellas County and the City of St. Petersburg to establish the framework for establishing and administering a redevelopment plan within the identified boundaries.

TOURIST DEVELOPMENT COUNCIL

Makes recommendations to the BCC for the effective use of tourist development tax revenue; continuously reviews and reports on tax revenue expenditures.

UNIFIED PERSONNEL BOARD

Final authority in personnel policy and actions for offices, agencies, and employees of the BCC, Clerk of the Circuit Court, Property Appraiser, Tax Collector and Supervisor of Elections.

VALUE ADJUSTMENT BOARD

Hears petitions disputing ad valorem property tax assessments and denied property tax exemptions.

WORKNET PINELLAS BOARD D/B/A CAREERSOURCE BOARD OF DIRECTORS

Advises and assists in the formulation of the State’s workforce policy and planning programs.

YOUTH ADVISORY COMMITTEE

Advises the BCC on issues affecting local youth; assigns members to appropriate county boards and committees; participates in public education and ceremonies; assists with county programming.
